The “blue certificate” is the temporary administrative document that proves that an application for a residence permit has been submitted and that the application is pending. It is not the Golden Visa itself nor a final approval; it is the document with which the administration certifies that the holder can deal with public authorities and that he/she resides legally in Greece while his/her request is being examined.The certificate is checked electronically by public services and ceases automatically when a decision of approval or rejection is issued.For Golden Visa, this practically means that the person does not yet have the final investor residence permit, but has a temporary proof of legal residence due to the pending procedure.
